846582 - Please add ping monitoring for the following hosts

This is a new releng test silo so should look similar to, for example, the talos-r3-w7 machines.  We need ping checks only and we need a cluster ping check that lets us know if more than 75/100 of them are down at any one time.  The notification delay, recheck interval, etc should all be the same as for the w7 test machines.

Please work with relops before enabling the checks just so we/buildduty have a heads up if anything goes haywire on 100 new checks.  :}

The hosts are:

t-w864-ix-001.wintest.releng.scl3.mozilla.com
..
t-w864-ix-100.wintest.releng.scl3.mozilla.com

Note that the last two are not installed yet, so they'll automatically show up as down.
