if it stops accepting digits that would be a function of the phone you're using to dial the number with.  For the times you actually got all the digits in, I see several attempts to dial that number between 7:45 and 8:35 this morning, and they all were successfully delivered to TelePacific, which implies it was the phone company on the other end that didn't like the call in those cases.

The Polycom phones are supposedly set up to accept anything you dial after a 011, though there is a short timeout (3 seconds I think) where if you don't dial anything it'll take what you've dialed so far and put it through.
