We want to ship Firefox with a good list of search engines for Sakha. 

We'll do this in three phases: First, the localization team and Milos (Milos Dinic) will look at the market for the language and come up with a good set of search providers. Nikolai, Dwayne, we'll need your input on this. The guidelines for making recommendations are found on <https://wiki.mozilla.org/L10n:Firefox/Productization>. 

We currently use this set for en-US, to which we can fall back in the case of lacking localized alternatives:
Google, Yahoo!, Bing, Amazon, eBay, Twitter, Wikipedia

After we decided on a particular search engine, Milos will contact the owner and ask for permission and for specifics, like proper search flags. Nikolai, Dwayne, we'll likely need your help to at least get the owner's contact information.

Once we have a specification on what the search engines for Sakha should look like, Milos and the localization team will work on an implementation on that. Milos will create and attach patches for the desired changes and get them reviewed. After a successful review, Milos will land them. Nikolai, Dwayne, if you're interested, you could create the patches, too. You'd ask Milos for review on those before landing.

Please don't commit any modifications in browser/searchplugins to the hg repository without a patch reviewed by Milos, Stas, Axel or someone else appointed by Milos. The data here is sensitive to users and our search partners, thus requiring extra care here.

The Sakha team and Milos will be driving this bug to completion.

So, I copied over all search plugins from Russian repository(Aurora), except wikipedia, which I created specially for Sakha. Aside from that, removing Bing from search engines ordering in region.properties, as we're not going to use it for Sakha.

Joanne, do we need anything special to add yandex as #2 for Sakha? it's dominantly used within Russia.

Has anyone reached out to Yandex to be sure they approve of being included?  Let me know if you need me to do that, but I thought it was part of your process...

Joanne, that'd be actually my question. We have written agreements that aren't accessible to me that talk about yandex. I don't know what they cover, and a language primarily spoken in Russia may or may not be already covered. I don't want to talk to them if their answer would be "check your files, fellas".

Landed in http://hg.mozilla.org/releases/l10n/mozilla-aurora/sah/rev/9d9dfe090bd3 fixing list.txt to add wikipedia-sah.
