Following an internal discussion on making the Bugzilla information available to researchers without the requirement to sign an agreement, sanitized dumps of the bugzilla database are going to be made available quarterly for free download by any interested parties. This was confirmed in an email exchange between mhoye and gerv on February 8th, 2013.

For the time being, I'd like the text on that page to simply say:

"Sanitized dumps of the contents of Bugzilla (with protected classes of bugs including, but not limited to, security, legal and HR removed) are available to interested researchers. Please contact Mike Hoye - [e-mail] - for information."

Later when we can find more durable hosting for this information, I'll file another bug to point to it.
