This permission may already exist for Admins. If so, I ask that it be extended to moderators in the event we accidentally deactivate an account.

If this is being implemented for the 1st time for both admins & moderators, I ask that we get a "Reactivate this user" button under the text of: "This user has been deactivated".
I'm not sure if this is worth it. Deactivating should be reserved for spammers that have to be stopped immediately. Since that's a pretty clear case I'm not sure why we would ever reactivate a user.

Sticking into 6th sprint to get an estimate and take this if it's trivial.

I think users should be extra careful before deactivating an account. I think it's better to create a warning step than allow users to be reactivated by non-admins.

I had considered making this a "Show a warning dialog before deactivating a user" bug but thought it would be easier to reveal a "Reactivate" option if it already existed.

Filed Bug 853018 for the warning dialog.
