Google+ and even Google's main search page don't scroll with touch using my fingers on Surface Pro. Because this does work beautifully with IE10 on same device, it must not be a Google issue?
Specifically, it seems the browser thinks you're trying to select text when you're doing this, as everything on the page you swipe past becomes highlighted.
Expected behavior: scroll down.
