Not found in Thunderbird 17.3, Linux
Step: 
    Tools -> Addon -> Get Add-ons
    Resize the thunderbird window to a smaller size. Make sure both left-right and up-down scroll bar appears.

Expected result:
    Scroll bar should be displayed well.

Actual result:
    Scroll bar display like (see attached)
    Through its function is working just right.
Component: Message Reader UI → Theme
No attachment on this bug.

Please can you check if the same happens in Firefox? The Add-on manager is shared code and if this also happens in Firefox then this bug should be assigned to toolkit.

It get another problem in TB 24.

I think there's still a problem, but not quite what the OP described. It looks like both ends of each scrollbar are in the right place, but there's quite a big empty gap below the horizontal bar. I would expect it to be touching the grey status line.

This could be a different bug caused by hidpi scaling. This version (Icedove 45.2.0 in Debian) still uses GTK2; I think it needs to be checked in GTK3 before putting more effort in to trying to fix it.

Is this still an issue?

I'm not seeing any issue using 68.8.0 from Ubuntu on Ubuntu 18.04.4 LTS.

I get 2 "nested" horizontal scrollbars on 68.7.0esr.

On 68.12, the "Get Add-ons" menu point seems to have been "reorganized".

However, in the menu one level above (Tools->Add-ons), the scrollbars still behave weirdly when making the window very small: the vertical scroll-bar is not fixed to the visible window, but scrolls off to the right hand side.

So you have first to use the horizontal scroll-bar to scroll the contents all the way to the left to make that scrollbar visible...

Right now (thunderbird 78.14.0), the bottom scrollbar is not displayed at all, even after making the window narrow enough to need one.

(Nowadays, the sequence leading up to this is Tools -> Add-ons -> Find more add-ons)

Not an issue in Firefox (91.13.0esr) as in Firefox' addon manager the contents flows in such a way as to not need a horizontal scrollbar.

I just checked on Thunderbird 102.6.0: there the behavior is the same as in 78.14.0: scrollbar not shown at all.

However, sometimes in the grey bar at bottom a "lookalike" scrollbar shows up: a blue bar to the right side of the window, but non-functional (i.e. you can't drag it, and instead the activity manager pops up
