From Fireplace we should be able to receive a POST to `record` (1) generate a receipt for the app purchase/installation and (2) record app installation (Installed.objects.get_or_create) and record it for stats (monolith).
(Not a requirement, but we might as well fix bug 740269 while we're building this for Fireplace.)
