Steps:
1,go to settings->WiFi, turn on WiFi.
2,go to settings->Internet sharing, turn on Wi-Fi hotspot, then turn off.
3,go back to WiFi, turn on WiFi. scan and check whether get AP.
4,repeat 1--3 several times.

Expected result:
available AP can be searched .

Actual result:
AP list is empty.

This is fixed in Bug 831716 and Bug 823783. Please help to check if you have applied 
the patches.

This bug doesn't reproduce anymore, after repeating the steps a few times
1,go to settings->WiFi, turn on WiFi.
2,go to settings->Internet sharing, turn on Wi-Fi hotspot, then turn off.
3,go back to WiFi, turn on WiFi. scan and check whether get AP.

Every time when WiFi is turned on, available AP can be searched, seems like the patches are applied.
