Since the CA dialog is not resizable, running with somewhat larger than default
fonts makes the dialog unusable.  When accessing the site, all that happens is
the dialog with one choice is visible, but no buttons can be clicked.  To
replicate, in Windoze set the "Message Box" font (in desktop appearances) to
something large and you will see it.

Reproducible: Always
Steps to Reproduce:
1.  In Desktop properties, set "Message Box" font to large size
2.  Go to any site that generates the Certificate Authority Dialog
3.  You can't see any buttons to click on them.

Actual Results:  Can't see the buttons

Expected Results:  Either dynamically size the dialog based on actual required
size, or make the dialog resizable (WS_THICKFRAME property in the .rc file)

Noticed in Win2K SP1 running 1280x1024, Message Box font set to Comic Sans 11.

It's a modal dialog, so it should not be resizable, say the UI gurus.  But it
_should_ be sized correctly.  And that's being addressed.
