session restore is launched even if I closed FF with a blank tab.

Steps to reproduce:

*My Startup setting is "Show my windows and tabs from last time".

!!!Important!!! I did some tests. I found these two settings conflict with session restore. if I set these to default, it doesn't happen.
-browser.newtab.url to "about:blank".
-browser.newtabpage.enabled to false.

1.I updated FF20.0b1 to FF20.0b2.
2.I opened FF. and I open and close some tabs as usual.
3.I closed FF with a blank tab and opened FF.



Actual results:

Then, frequently session restore is displayed with blank tab and previous closed tabs items.
*Latest FF20.0b3 still have this problem. 
*FF20.0b1 and lower vesions don't have this problem.
*I uninstalled all addons, so it is not related with addons.


Expected results:

Session restore is not displayed and a blank tab is displayed.

This sounds like bug 495123 but with slightly different results (session-restore window being shown, rather than previously closed windows getting re-opened).
One more condition to reproduce this bug:
-Close FF with close button.(Don't close FF with "File -> Exit" menu)

Still happening on nightly 24.

Don't know if these changed prefs are related:

browser.newtab.url;about:blank
browser.startup.homepage;about:blank
