steps to reproduce:
1. Start purchase of a paid app
2. Sign in using Identity
3. In the 'Enter PIN' screen, click on the "Forgot PIN?" button
4. Confirm that you want to reset your PINs
5. Notice the buttons on the "Enter your New PIN" screen

observed behavior:
On the Reset flow screens, we still show the "Forgot PIN?" button.
