The default settings in the UI for a user's account should be "Mozillians" only

If the data are seeded with this default value (which is our intention), the UI should simply be able to depend on the privacy setting having a value -- and use that for <selected>.

QA verified on stage - with the landing of the backend logic in bug 850428 this works nicely.
