Details
In MmsService, we have an data member named "confSendDeliveryReport" to control whether we should send delivery report to MMSC or not. Its value is now hard-coded "yes" and should be configurable. Same to another similar but not yet created(might likely be introduced in bug 844431) flag "confRequestDeliveryReport".

This bug is to add a configurable value of a boolean field "x-mms-delivery-report" that is embedded in the response we send back to MMSC after a retrieval transaction. This field controls whether should MMSC send a delivery report to the sender, and it's mostly a user privacy concern here. It has no direct relation to bug 850140.
