It's bug 796176 all over again, except I'm not marking that one as reopened since it was blocking-b2g18. 

Repro:

- Turn on headset
- Pair device with headset
- Make sure headset works (turn volume up/down)
- Restart device, leaving headset on

Expected:

Headset reconnected to device when device comes up

Actual:

NOTHING. ABSOLUTELY NOTHING. (again)

Note that if you turn the headset off and back on, it'll connect again and things will work fine. May also be an issue with the headset I'm using (Plantronics M20), so feel free to mark invalid. Haven't tested against b2g18 yet to make sure it works differently there.
