This cropped up today -- not sure why and didn't want to modify configs without checking in with mpressman.
This is due to the weekly dev refresh. Prior to running the loadMiniDBonDev.py script, it removes the original pg_hba.conf and replaces it with one that only allows connections from postgres locally on the crash-stats-dev instance. After it completes, it is restarted with the original pg_hba.conf.
