Had to disable rsbac to copy a file on db1.iddb at phx1

Details
I needed to do a slave restore and to do so I needed to export the contents of the prod db master. To do that I need to be root but once I do, I can't get to that file as anyone but root so I couldn't scp it off the box. I disabled rsbac, moved the file to my user, chowned it then pulled it off with scp. I reenabled rsbac after.

I had to do the same thing for db1.iddb.scl2.svc when I restored the slaves at scl2
