Steps To Reproduce:
1. Open http://www.mozilla.jp/
2. Zoom In several times (e.g. Ctrl++ Ctrl++ Ctrl++ Ctrl++ Ctrl++ in windows)
3. Open http://www.mozilla.jp/static/docs/firefox/firefox-ui-guide.pdf

Actual Results:
  Browser zoom level influences pdf.js contents and toolbar.
  Large toolbar size, large padding.

Expected Results:
  Site-specific/Tab zoom level shouldn't apply to pdf.js documents

Are you referring only to the pdf.js "chrome" like the toolbar and sidebar?  Or both the chrome and PDF documents?

I really don't understand why this bug be closed, it has a long history and more activity compared to bug 1177385, this should be keep to continue to wait.
