STR:
1. With phone lying flat, I loaded a web page in the browser.
2. I panned down the page
3. Observe attached screenshot
During the operation the phone was slightly tipped toward the right.
During yesterday's smoketest, I did hear some discussion in the channel that others were seeing this in yesterday's build as well.

Duping this to Bug 850028 - definitely happening very easily in the build I am running today.
