We have the HeadsUpDisplayUICommands in HUDService.jsm, together with the HUDService object. There's not much point in keeping the two objects separate, unless I'm missing something.

Do note that HeadsUpDisplayUICommands is available as a getter in the HUDService getter, the |consoleUI| property. Also, HUDConsoleUI is a lazy getter in browser.js for |consoleUI|.
This bug will be fixed when bug 877262 lands. Local patch I have does what is suggested in the description. Will submit the patch when it's ready.
