'Click to play' works for that page as expected here with Firefox nightly 20130315, Android 4.1.2 (stock) and Google Nexus S.

Aaron, I can't recall, does the fault of this behaviour lie with CyanogenMod?

I don't know. On latest-code, mozilla-centrla (04/09), the content on that page yields a click-to-play dialog when I have Flash (Flash Player 11.1 for Android 4.0 (11.1.115.54)) installed; tested on the Nexus 4, Galaxy Nexus, Note II and SII.
