The 'memory.free_dirty_pages' preference is read in the AvailableMemoryTracker before Preferences::ResetAndReadUserPrefs() is called and never updated afterwards, changing it in about:config thus doesn't have any effect.

The patch was r=jlebar and has not been modified since (and fortunately didn't bit-rot). The try-run is here and is green besides an intermittent error: https://tbpl.mozilla.org/?tree=Try&rev=f7464bdbe89c
