85096 - mousewheel will only scroll select box, not page

When viewing a page containing scrollable select boxes, the mousewheel will only
scroll the select box, not the page. It doesn't matter if you click on the page
or position the cursor outside the select box. This bug is very noticeable on
the Bugzilla query and bug entry pages. Maybe it's a dupe but none of the
existing bug summaries seem to match this one so here you go.
