Lately I've frequently been unable to find any updates on Windows, and I get "stuck" on a patricular version until I manually download a new update.  This is happening to me on a 03-13 nightly, and on another computer was happening on a nightly earlier in march.  Setting the update logging pref, I see:

And indeed, that URL has just an empty update document.

Updates are disabled for Nightly at the moment because of some l10n issues (bug 851539). We should look again after that's resolved.

I think they're re-enabled now. :)
The query in the description looks normal to me, and returns the latest nightly if I load it. Maybe check the error console at some point that it hasn't found an update ? aka don't force an update by opening the about dialog.
I'm going to assume that this is fixed, as it sounds like you were just throttled, Vlad.
