The website translator plugin is broken in Firefox 19 desktop and Android. Clicking on tapping on it does not display a list of languages to translate to.

This is rather awful. Do we have any Google contacts in the translate team?

Google translate is working for me in Firefox Desktop Nightly 22.0a1 2013-03-14 for both of the sites that you listed in comment 0. I can get a list of languages and choose to translate the site in multiple languages.
If the Google translate plug-in is still broken in Firefox 19, perhaps the breakage is in the browser.
It is broken for me in all versions. I do have click to play set though enabling the plugin (Flash) does not make the page work.
It worked fine to translate http://www.samtorrance.com/google-translate.htm to Norwegian in my quick test (Desktop Fx23 with a Gaia UA string)
This still is broken for me using Mozilla/5.0 (X11; Linux x86_64; rv:25.0) Gecko/20130715 Firefox/25.0
Tested with that UA string, still WFM - I don't think this is about browser sniffing (so quite possibly not a TE bug)
Firefox latest version still have this Google Translate Translator plugin for websites for Vista But it works in Windows7. I need to work this on Vista too. Can Firefox fix this for Vista too please?
Doesn't WFM on 28 or nightly in Linux. Works in osx no problem.
