852340 - Add SDK 1.14rc1 to Builder-dev

We should try adding 1.14rc1 to the -dev instance of Builder, just to make sure everything works right with the private browsing changes.

This should be pushed along with bug 851778 for proper testing.

This adds 1.14rc1 to FlightDeck and also includes the changes from bug 851778 so that we can use the "permissions" key.

It would be nice to get this up sometime early this week on the -dev instance so we can test everything before the release next week.

(This should NOT be pushed to production, since it's a pre-release build.)

After pushing this to -dev, we'll need to have this command run to get everything added:

./manage.py add_core_lib addon-sdk-1.14rc1 --useversion=1.14rc1

Lets hold off on this until bug 852425 is resolved so we don't have to do two pushes to -dev.

And we're no longer blocked by 852425.

Would really be super awesome to get this added in the next day or so.
