[Audio] Keypad sound works incorrect w/ music pause

Details
When music was adjusted to low volume and paused, the keypad sound was effected as well. This could be the music audio channel handling problem.
STR:
1. Launch Music app and choose any song to play
2. Adjust volume to the lowest one but not mute
3. Pause the music
4. Launch dialer and try to dial
Expected Result:
*. You can hear keypad sound when dialing
Actual Result:
*. There's almost no sound when dialing
When the music app is launched, all the volume adjustment is related to music app only.

They are using the same channel.

Technical detail:
DTMF key and music are all based on content channel volume, but the factor of key button one is 1/2 of the original volume.

keyboard and lockscreen volume are also affected. There is no way to tell which volume should be changed because when the music is paused, the volume indicator says the volume is already the maximum when pressing the hardware volume buttons. And in Settings -> Sound I'm unable to view/adjust the music volume.

I feel that this is similar as 'change a short sound is hard' bug which is bug 825970.
