## Repro :
1. reset the phone w/ SIM inside
## Expected :
1. FTU appears
## Actual :
1. stops at the blue firefox logo startup
## Note :
1. another issue w/ this SIM which is different is that if you ahve the SIM while the phone is already booted it will automatically take you to the Sim Tooklit
2. Claro is a Brazilian SIM
