852849 - [PDF viewer] support 'open' web activity

For user stories in v1.1, since we have pdf viewer and it's possible that:

1. Email app views pdf attachment.
2. Bluetooth app receives pdf files and request to view.

Currently pdfjs only support 'view' activity, if we want to support both scenarios above, we should use 'open' activity to achieve it, we might need pdf team to help on this.

We are still waiting product team to decide the target formats in v1.1 in Bug 825318 , I am filing this one becasue I think pdf will be one of them for sure, and we can try to enable it first.

Thanks Dominic for filing this.  

This is a valuable use case, but it is currently not a P1 for Leo.  We should track this as it will likely be included in an upcoming release.

Going to assume this means the Product team will review the non-P1 features that didn't make 1.1, and fold into future release requirements.
