Currently it's too easy to accidentally deactivate a user via their profile page with a misplaced click. Ex. This could happen when trying to click the Private message link (which is above the deactivate button) too quickly. And moderators do not have a "Reactivate" option (Bug 847142) so this complicates things.

Can we show a warning dialog asking us if we're sure we want to deactivate this user?
Did this actually happen already? Anyway, a warning would probably be in order.

Thankfully, no. This is just a precaution/preventative measure for accidental clicks. Since re-activating the account requires contacting a admin, this means the innocent victim will be at the mercy of the admin's schedule. Which is already an extremely busy one (big workload, meetings, trips, work weeks, timezone conflicts, etc).
