Description: Bluetooth file transfer messages in the notification tray are not changing in to localized language.
Repro Steps:
1) Updated to Unagi Build ID: 20130319070203
2) Go to settings
3) Enable bluetooth
4) Pair with another device
5) Send or recieve a file(photo, music)
6) you will recieve a notification (File send or File recieve)
7) Drag down the notification tray
8) View what's listed
Expected:
Message received in the notification tray is translated in to the device localized language.
Actual:
Messages is not translating in to localized language. Showing in English only.
Notes:
In the "Arabic" Bluetooth messages are localized, but the "Arabic" is overlapped with the "English".Screen shots are attached

Our arabic localization isn't very up-to-date, filing localization issues on that won't help anytime soon.
This is a v1-train l10n bug, marking as DUPE on l10n-v1-train.
