[B2G][l10n][Spanish]: Spanish Marketplace Privacy Policy page has only Spanish title, the other text in English.

Repro Steps:
1) Updated to Unagi Build ID: 20130313070202
2) From the "Home page" open the "Settings" menu
3) In the "Settings" change a language to Spanish
4) Open "Device Information" under Device menu
5) Slide down and open "Your Privacy" page
6) Open Market Place link
Expected:
Spanish "Marketplace" Privacy page opens
Actual:
English "Marketplace" Privacy page opens with Spanish title.

Looking at https://github.com/mozilla/zamboni/blob/master/mkt/site/templates/site/privacy-policy.html, this page isn't localizable yet, which is probably intended, as it's still under review.
Wil, is this a dupe or a dependent bug of something?

We've never localized the privacy policy on the Mkt or AMO because it had legal ramifications.

I know that we're localizing the TOS for persona now, not sure if we need to start doing so for the marketplace, too.
But yes, we should probably only do that if we really have to.
Karen, would you be the one to know? Or could you needinfo someone that would?

Verified it's fixed on Leo V1.1 COM RIL, the MarketPlace Privacy page is localized
