We had an issue because suds (SOAP lib) was writing to /tmp/soap, and puppet wasn't making sure perms were okay there. So we should set the app to cache this stuff in a specific dir or via another more reliable mechanism: https://fedorahosted.org/suds/wiki/Documentation#PERFORMANCE
