## Repro :
1. turn SIM pin on
2. turn wifi on and set up if need be
4. pull down the notification
5. select airplane mode and turn that on
6. select airplane mode and turn that off

## Expected :
the keyboard should appear below the notification overlay and you have to dismiss the overlay before you unlock the SIM

## Actual :
the keyboard appears above the notification overlay and you can interact with the keyboard

It's an odd bug.  It happens in tef, would like for it to be considered in koi.

This was fixed by the patch for bug 834084 which also landed on v1-train. Marking it as duplicate.
