As part of bug 833500, we've been working on rewriting the Reviewer Tools search with API endpoints and fancy AJAX. There is a degradation in the quality of the search (i.e., its functionality) until the new fancy search is completed. Stay tuned, and thanks for filing!

It sounds like this bug may be invalid judging from the email thread.

I'm going to mark this invalid.  If you click the advanced search and change the status to search for Any Status you'll find Game Pack.  By default it only searches apps waiting for review.
