Time to break in the new PHX1 graphite cluster. In addition to redundant data storage and an updated graphite, it has a public /render/ endpoint. We won't need VPN or basic auth to share our graphs and build tools on top of the data.

Will use this as a tracker for changing stage and prod configs once we have things sorted out on dev.
