That preference doesn't have any effect of click-to-play blocks. In
fact, it is set to false by default. When set to true, it makes *all*
plugins click-to-play.

Note that this preference is currently not exposed in the UI at all and not currently release-ready. Furthermore, it's meaning can still change, so i'm not sure if it makes sense to document it at this time.
