Releng has moved a significant number of tests onto AWS.  That's great; you guys rock!

But I noticed that we still coalesce "Ubuntu" tests on mozilla-inbound.  Surely now that we have essentially infinite capacity for these tests we shouldn't do so.

Coalescing is a serious burden on our sheriffs and results in longer m-i closures when someone pushes bustage, thus reducing developer productivity.  Indeed, eliminating the need for coalescing is one of the two major reasons why increasing our capacity is so important.  (The other is decreasing tryserver wait times.)

Can we please stop coalescing AWS tests on m-i?
We've actually hit the limit of the # of slaves our masters can support right now. We can't add more slaves until we can create more masters.

(also, an interesting fact - we have on several occasions hit a limit on AWS where we want to start instances, but they don't have capacity!)

catlee: is this still accurate?

we haven't had problems spinning up test machines in a while.
