We would like to keep track of whether users have enabled plugins in immersive/Metro Firefox.

This can be tracked through the pref "dom.ipc.plugins.enabled"

This patch keeps track of how many times plugins were toggled in a session.  We'll also want to know whether plugins were enabled at startup, so that we'll know whether plugins are enabled for an entire session without begin toggled.
