This is not because of bug 856436 (that's easily fixed), but because I think the current design doesn't add much other than an interruption to the user. I discussed this with lco and we agreed to cut it for v1, as it's basically duplicating the message in the header, which actually links to SUMO to explain what the user is seeing. We'll likely look at ways to incorporate something better along these lines in v2, but for now we should just remove it.
