The FTP-download window is too small (240px in my case) at the first download
after opening mozilla, causing the buttons at the bottom to be cut off. At the
second and all the following tries, it has a (correct) height of 261px.

Reproducible: Always
Steps to Reproduce:
1. Start Mozilla
2. Go to url above
3. Select a file to download, "save this file to disk".
4. Confirm OS-dialog

Actual Results:  Download window appears too small at first try, lower buttoms
are cut off, checkbox does not change visual status upon clicking.

Expected Results:  Correct window height

At the second and all subsequent tries, the window has the correct size and the
checkbox works fine. 
Seen using modern and classic skin.
I just noticed that this does not only affect the download window. In this case
a password dialog from a protected web site was the first to pop up after the
start, and it also had a too small height. At the second try (without restarting
mozilla, just cancel and retry) everything is fine. 
confirmed in 2001061208 trunk for MacOS.
