Apps with price tiers set to 0 should be treated like free apps. So, let's not issue receipts when these apps get installed.
For now, this specifically applies to free apps with in-app payments. When implementing this bug someone needs to decide to preserve the work we started on promo sales (via tier 0) or not.
To avoid confusion with other tier 0 apps, I filed bug 859484 to track this.
