Adding a media clip to the timeline should make it appear below existing events

It's great that we've adopted the convention of adding new events as a top layer in the timeline.

Now that we have media clips as events, this isn't always the best UX solution. Pretty much every time I add a new media clip to the timeline, I don't want it as the top layer because it covers up all the existing events that are supposed to happen on top of it, so I have to try and drag it down and place it underneath everything.

I propose that we try to adopt the convention that media clips create a new layer, but that new layer is underneath any existing events that are not media clips.
Adding k88 for UI thinking to determine if / what we want to do. Resolving as WONTFIX is a valid response!
