Backed out: --ion-parallel-compile=on causes two jit-tests to time out.

Would you mind changing jit_test.py to run some combinations of jitflags with --ion-parallel-compile=off (when --tbpl is used)? Since parallel compilation is disabled on machines with a single core etc, it would be nice to test that configuration.
