Steps to reproduce:

Updated to version 20.0 from 19.


Actual results:

The new download manager shows completed downloads even when browser.download.manager.retention=0


Expected results:

When browser.download.manager.retention=0 downloads should be cleared from the download manager upon completion.

Incidentally it doesn't look like this setting was doing what I thought it was doing when it was working anyway. I assumed this removed the downloads from the history, but apparently not.
