Steps to reproduce:
1. Load Create a New Theme landing page https://addons-dev.allizom.org/en-US/developers/theme/submit
2. Observe the tooltip buttons
Expected results:
There is a question mark "?" inside the tooltip button
Actual results:
Question mark "?" is missing.
Notes/Issues:
Verified on FF20 (Win 7).
