Update Leaving [SOP] to include administrative steps

The SOP for removing a rep from the program only mentions the cases why someone would want to leave and how to notify mentor/council.

Needs to include the administrative steps - how to mark or remove the profile, etc.

Here is the process I described in the mailing list:
- the rep notifies his mentor that he wants to leave the program
- they discuss it further to see if he/she just wants a temporary break or to quit completely
- if the rep decides to quit completely, his/her mentor contacts Pierros to remove the profile + mailing lists subscription
- the mentor changes the bug status to RESOLVED WONTFIX and leaves a comment to explain why.

If Pierros confirms that's the way it should be done, I'd be happy to update the SOP (or propose a draft for it).

what is the definition of temporary?

and is temporary the same when discussing reps with some contrinution history in Reps vrs a rep who never completed orientation?

Good question. To me, temporary is when a rep is still motivated to work with Mozilla and fulfill his/her role as a rep but is currently busy with personal or work issues/projects for a definite period of time (that he/she gives advance notice of, if possible). I once had a rep who took a "break" for 3 to 4 months because he was working full time on a new work-related project and didn't have the time for anything else. After that, he returned to a normal activity. 
As for the second half of your question, I guess these are two different cases indeed, and we should consider this while writing the new SOP.

present situation is for orientation period not, voluntary break.

Also suggested from rep that reps mailing list not be part of removal.

I guess if it's during the orientation period it could be up to the mentor's discretion. If they never come back you can just wontfix them.
