Enabling WIFI only works through the settings app. Steps: 1. Enable Wifi 2. Enable Internet Sharing 3. Stop Internet Sharing 4. Enable Wifi through the notification area 5. Enable Wifi through the settings app Step 4 will always fail while step 5 is working.

Sorry, there is one more step you will have to do to make it reproducible: Steps: 1. Enable Wifi 2. Enable Internet Sharing 3. Try to enable Wifi through the notification area 4. Close notification are and stop Internet Sharing 5. Enable Wifi through the notification area 6. Enable Wifi through the settings app
