* Description:
  While user adjust time to AM time, the system time cannot be set correctly.
  This case only happened on Mozilla-Central. "v1-train" and "V1.0.1" didn't have this problem.
  You can refer to the attachment.

* Reproduction steps:
  1. Flash Mozilla-Central build to device
  2. Navigate to "Settings" page
  3. Tap "Date & Time" item.
  4. Tap "time" to change the system time to "1:30 AM"

* Expected result:
  System time will change to "1:30 AM"

* Actual result:
  System time cannot be changed.
