A follow-on from bug 842861

The semi-transparent progress overlays need to be implemented everywhere following an interaction.

In the branch I'm working on I've implmented the progress overlays everywhere when waiting e.g page load/form submissions, waiting for persona etc.

If the action causing the progress indicator isn't specific should there be default copy e.g. "loading"?
